The best inexpensive Browse/Digger deck is probably R/U:

4 Brainstorm
4 Impulse
4 Browse
12 card drawing

4 Counterspell
2 Dissipate
4 Force of Will
10 countermagic

4 Nev's Disks (RARES)
4 global sweeper

4 Incinerate
2 Fireball
1 Disintegrate
2 Earthquake
9 burn spells

1 Digger
2 Pillage (anti Outpost & anti-artifact)
3 other stuff

22 land, including 4 Thawing Glaciers.


The money cards are the Thaws and the Nev's Disks.  Earthquake is a rare,
yeah, but it's cheap.  Most of the important cards are common/uncommon.
