Heres a deck l've been workin' on that IS A BEATING......

Blue:
1cc range:
4x Spindrift Drake (Huge turn one)
4x Curiosity (massive card advantage)
4x Unstable Mutation (Kill really fast)
2x Disrupt (early counter, card advantage)
2cc range:
4x mana leak (early back up)
4x impulse (search for creature enchantments)
4x Legacy's Allure (early defense)
4x Counterspell (protection...counter)
4x Sapphire Medallion (cheapin' up your spells)
3cc range:
4x Man-o'-War (early defense)
1x Rainbow Efreet (finisher)
1x Waterspout Djinn (finisher)
1x Silver Wyvern (finisher)
3x Air Elemental (finisher)
Land:
17x lsland

lf your able to get a first turn spindrift do it...turn two pay his
upkeep and drop one of the eight enchantments on him.....hes good for
6-8 pnts of damage, agianst an all blue deck he could go all the way for
U, if you use your counter spells wisely.......
the fatties are there to finish the game up when hes at 12 or
so......pound on him with an unstabled air elemental and the game is
quickly over.

Side board:
(this is what a sideboard for this deck could look like)
2x Chill
3x Sea Sprite
4x Hydroblast
3x Wasteland
2x Quicksand
1x TimeWarp

You may want to test it out with mox diamonds in the place of the
sapphire madallions that might make the deck better, but with the
testing l've done so far l like the madallions better in that spot.
